Russian Federation Ministry of Culture is a federal public authority realizing state policy in the field of culture, art, protection and use of historical-and-cultural heritage, and also carrying out state regulation and coordination of activities of other federal public authorities in this sphere within the limits established by federal laws, decrees of the President of the Russian Federation and resolutions of the Government of the Russian Federation.

Primary objectives of the Russian Federation Ministry of Culture are:

1) realization of state policy in the sphere of culture providing necessary conditions for realization of constitutional laws of citizens of the Russian Federation granting freedom of creativity, participation in cultural life and usage of establishments of culture, access to cultural values and directed at preservation of historical and cultural heritage;

2) assistance to development of national cultures of the peoples of the Russian Federation;

3) determination of objectives and priorities in development of separate kinds of cultural activity, professional art, museum and library science, national creative arts, education and science in the sphere of culture;

4) development and realization of the system of preventive measures against illegal export, import of cultural values and transfer of property rights for cultural values in accordance with international obligations of the Russian Federation;

5) realization of state control over export from the Russian Federation of cultural values, observance of the established order of realization of antiquarian objects, observance of rules of foreign trade activities concerning cultural values;

6) supervision of activities of subordinated organizations.
