The Security Council of the Russian Federation
The Security Council of the Russian Federation is a constitutional advisory body under the President. It prepares the decisions of the President on the questions of protection of vital interests of people, society and the state against internal and external threats, realization of the state security policy. The Security Council contributes to realization of the President constitutional powers on protection of rights and freedoms of citizens, protection of sovereignty of the Russian Federation, its independence and state integrity.
The Security Council develops the major conceptual documents in the field of national security.

The Security Council is formed by the President according to the Constitution and the Security Law of the Russian Federation. The President is the Chairmen of the Security Council and appoints its constant members.
The Secretary of the Security Council is directly subordinated to the President. The Secretary provides proper functioning of the Security Council and supervises its machinery. The Security Council of the Russian Federation was formed in 1992.
The Security Council Machinery is an independent division of the Administration of the President and has the status of the
Central Administrative Board of the President. There are eight boards and the Secretariat in the structure of the Council's Machinery. According to the primary goals and directions of activity the Security Council forms interdepartmental commissions - these are the basic acting bodies of the Council. Depending on the tasks they may be created either on the functional or regional basis temporally or continually. The Scientific Council was included into the structure of the Security Council as a subdivision with a view of scientific maintenance of its activities. The Scientific Council is formed by the representatives of the Russian Academy of Sciences, Branch Academies of Sciences, heads of scientific organizations and higher educational establishments and also other experts.

Biography
Was born on July, 28, 1953 in the town of Morshansk, Tambovskaya Oblast.
In 1976 was graduated from the Omsk Higher Militia School.
Colonel-general. Honored worker of the Ministry of Internal Affairs of Russia.
Since 1972 worked in law-enforcement bodies, since 1976 worked as an operative officer at the Municipal Department of Internal Affairs of Moscow.
1988 - 1996: headed the Anti-Organized Crime Department, Regional Board, then was appointed to the post of the First Deputy Chief of the Central Anti-Organized Crime Administrative Board.
1996 - 1998: Adviser for Legal Issues of the Chairman of the Council of Federation attached to the Federal Assembly of the Russian Federation.
1998: Deputy Minister of Internal Affairs of the Russian Federation.
1999 - March 2001: Head of the Ministry of Internal Affairs of the Russian Federation.
Since March 2001: Secretary of the Security Council.
Decorated by state awards.
