 Features of the State
 The concept of the State and its characteristics reveal itself as we consider the features, that make the State different from tribal system, as well as from non-federal bodies of the society. In other words, analysis of the State's features deepens on the knowledge about state, emphasises its uniqueness as a form and a most important political foundation.

 Substance of the State
 Substance of the State is the main significance of the State, the core of it, the thing which defines its contents, allocation and function. Thus, the fundamental part in the State is power, its contents, allocation and functioning in the society.

 Functions of the State
 Functions of the State are actually basic directions of its activities, expressing its substance and social destination, the State's purposes and objectives in terms of governing the society in appropriate forms and by appropriate methods.
